About Will Melton

Will is a results-oriented executive with 40+ years of experience in the Defense and Intelligence sectors, the last nine of which were in the Senior Executive Service in the Intelligence Community and Navy. He has an enviable track record leading and managing wide-ranging, complex efforts and consistently delivering outstanding results. Will’s areas of expertise include program management, financial resource management, human resources, signals intelligence, geospatial intelligence, and systems acquisition.

Will created his LLC, Melton & Company, a few years prior to his retirement from government service to provide management consulting services to private industry or to the U.S. government as a 1099 contractor.

Here’s a brief recap of the last nine years of Will’s federal service:

  • Director, Research and Development Support Activity 
  • November 2016-January 2022
    • As RDSA’s director, Will led the Activity’s efforts to capitalize on the combined research and development strengths of the DON and IC in support of DON intelligence activities and operations. In addition, he directly managed the Activity’s programming, budgeting and execution of significant IC resources as well as initiated and managed efforts to improve the Activity’s audit readiness. Will routinely represented RDSA and its resource matters to senior officials in OMB, DoD, IC, and the DON. 
  • Deputy Chief Financial Executive, National Geospatial-Intelligence Agency (NGA)
  • October 2015-November 2016
    • As the D/CFE, Will assisted the chief financial executive with programming, budgeting, finance, accounting, manpower and management analysis activities for both National Intelligence (NIP) and Military Intelligence Programs (MIP) financial and manpower resources. In addition, Will served as one of NGA’s 12 career service heads responsible for the career development of the ~250-strong financial management career service.
  • Director, Corporate Services Group, IT Services, NGA
  • January 2014-October 2015
    • In this role, Will was responsible for the complete range of business services supporting NGA’s third largest directorate to include human resources and workforce development, financial management, and chief of staff functions. In addition, Will also managed those offices providing Agency-wide software procurement and sustainment as well as contracting activities furnishing nearly all contracted service support to every directorate across NGA.
  • Chief, Financial Management Office (FMT) and Deputy Director, Program Control Office, IT Services, NGA
  • June 2013-January 2014.
    • As Chief, FMT, Will managed the IT Services directorate’s program build development, budget preparation, defense, and execution. As the Deputy Director, Program Control Office, Will assisted with the strategic development and planning, organization, direction, and management of all IT Services business, enterprise software, and support contract activities.

Will began his career in the U.S. Marine Corps in 1981 upon his graduation from the University of Virginia.  When he retired in 2004, Will had attained DAWIA Level III certification in program management and was serving as the Program Manager for the Marine Corps’ intelligence and ground electronic warfare systems.

After a short stint with NGA as both a contractor and then as a civil servant, Will joined the staff of Intelligence Department, HQMC as the Assistant Director of Intelligence for Resources.  He held this position until June 2013.

Along the way Will received the National Intelligence Distinguished Service Medal, the DON Superior Civilian Service Award, and NGA’s Meritorious Civilian Service Medal.

When Will isn’t growing his consulting business, he focuses his attention on his family and friends, their community, and on health and fitness, particularly swimming and rowing.
